Does WinRed Send Political Text Messages?

WinRed says it is a donation-processing platform and does not send fundraising text messages or emails on behalf of every organization using its checkout system.

A message may be created and sent by:

  • A campaign committee;
  • A political action committee;
  • A party organization;
  • A fundraising vendor;
  • A nonprofit or advocacy organization; or
  • Another organization using a WinRed donation page.

The fact that a text links to Secure.WinRed.com generally means WinRed processes the resulting donation. It does not necessarily mean WinRed wrote the message or selected the recipient.

How to Identify Who Sent a Political Text

  1. Read the complete message for the committee or organization name.
  2. Open the sender-information or disclosure text without making a donation.
  3. Examine the WinRed page for the recipient committee’s name.
  4. Save a screenshot showing the sender number and disclosure.
  5. Check the footer of any related email.
  6. Search the committee name in the FEC database when it involves a federal campaign.
  7. Direct an unsubscribe or privacy request to the named organization.

Why Did Political Texts Begin After a WinRed Donation?

WinRed’s privacy policy states that donor information may be provided to page creators, campaigns and political committees. Those organizations may use the information for political communications and may disclose it to other organizations or third parties according to their own privacy policies.

The information involved may include:

  • Name;
  • Postal address;
  • Email address;
  • Telephone number;
  • Contribution amount;
  • Candidate or committee supported;
  • Political interests;
  • Occupation and employer;
  • Website activity; and
  • Inferences concerning interests or preferences.

WinRed’s privacy policy also says certain categories of information may be shared or sold to business partners for marketing or cross-contextual advertising purposes where permitted.

Read both the WinRed privacy policy and the privacy policy of the candidate, committee or organization receiving the donation before contributing.

How to Stop Political Text Messages

Unsubscribing from one sender may not stop messages from every political organization because different campaigns and committees can use separate telephone numbers and contact lists.

  1. Reply STOP to the specific sender.
  2. Save the unsubscribe confirmation.
  3. Block and report messages that continue from that same number.
  4. Identify the campaign, committee or organization shown in the disclosure.
  5. Contact that organization directly and request removal.
  6. Use the unsubscribe link in related fundraising emails.
  7. Review WinRed’s privacy-request options when applicable.
  8. Report misleading or unlawful messages to the appropriate consumer or telecommunications authority.

WinRed cautions that it cannot guarantee that replying STOP will eliminate communications from every campaign or third party. Each sender is responsible for its own communications and compliance obligations.

WinRed Recurring Donation Complaints

WinRed allows campaigns and other page creators to offer weekly, monthly, quarterly or yearly recurring contributions. Page creators can configure how the recurring option is displayed, including whether an option has a default selection.

How to Cancel a Recurring WinRed Donation

A recurring donation can generally be canceled through a WinRed donor account or by contacting donor support.

Cancel Through a Donor Account

  1. Sign in to the WinRed donor account.
  2. Open the recurring subscriptions or donations area.
  3. Select the relevant contribution.
  4. Choose the cancellation option.
  5. Complete the confirmation steps.
  6. Save the cancellation confirmation.

Cancel Without a Donor Account

WinRed’s terms say cancellation requests should be completed by 11:59 p.m. Eastern at least two business days before the next scheduled contribution. A request is not considered complete until cancellation is confirmed.

How to Request a WinRed Refund

WinRed’s donor-support page says it can process refunds for unintended contributions for up to 60 days after the charge. After that period, the donor may need to contact the recipient campaign or committee directly.

Information to Include

  • Donor’s name;
  • Email address used for the contribution;
  • Date of the charge;
  • Exact amount;
  • Last four digits of the payment card;
  • Billing ZIP code;
  • Order or contribution number;
  • Recipient campaign or committee; and
  • Reason the refund is being requested.

WinRed says processed refunds usually take several business days to appear, depending on the card issuer or financial institution.

What Happens When You Dispute a WinRed Charge With Your Bank?

WinRed says that once a cardholder opens a formal dispute or chargeback through the bank, WinRed cannot separately process a refund while the bank’s investigation remains open.

Before filing a bank dispute:

  1. Request a refund from WinRed promptly.
  2. Cancel any future recurring contribution.
  3. Save the support request and response.
  4. Confirm whether more than one campaign received money.
  5. Review the bank’s dispute deadlines.
  6. Contact the card issuer immediately when the charge was truly unauthorized.

A bank dispute may be appropriate when a transaction was not authorized or could not be resolved, but filing one can prevent WinRed from issuing a normal refund during the bank’s review.

Why Was I Charged Twice?

More than one WinRed charge can result from:

  • A recurring contribution;
  • An additional post-donation request;
  • A selected option to double the contribution;
  • A future money pledge;
  • Separate contributions to multiple recipients;
  • More than one completed checkout; or
  • A duplicate transaction that requires investigation.

Compare the contribution receipts, recipient names, timestamps and amounts before requesting assistance.

Why Is There a $1 WinRed Charge?

WinRed says a temporary $1 entry may be an authorization hold used to verify a payment method. The hold should generally disappear according to the bank’s processing policy and is not intended to become a completed additional donation.

Contact WinRed and the financial institution if the $1 entry posts as a completed charge or remains longer than the bank says is normal.

Are There WinRed Processing Fees?

WinRed charges campaigns and organizations for processing contributions. Donation pages may also offer donors the option to cover processing fees.

Before submitting payment:

  • Check whether the cover-fee option is selected;
  • Review the final contribution total;
  • Confirm how much each recipient receives;
  • Check whether merchandise or another offer changes the total; and
  • Save the final checkout screen.

A processing fee is not necessarily a separate unauthorized charge, but it should be included in the total displayed before payment is submitted.

Where Does a WinRed Donation Go?

WinRed says donors choose the candidates or organizations receiving their contributions. Depending on the type of account, WinRed may process the money directly or the WinRed PAC may act as a conduit that passes an earmarked contribution to the selected recipient.

Some donation pages divide one transaction among several committees. Always review:

  • Each recipient’s name;
  • The amount assigned to each recipient;
  • Whether the allocation can be edited;
  • Whether a joint fundraising committee is involved; and

Are WinRed Donations Public?

Campaign-finance laws may require political committees to report information about contributors and contributions to federal, state or local election authorities.

Reported information can include:

  • Which committee received the money;

Review: I made a modest donation to a local candidate mid-August and have been harassed now for several months via unsolicited text messages that I never signed up for. It was a direct result of my donation via WinRed as the problem did not exist before that encounter. There is also no option when filling out the candidate donation form to request personal information not be shared or sold, instead you have to go through several steps to request via a web-document for your information to not be sold or shared. It should also be noted that I use top of the line Computer Security packages that prevent trackers, malware, virus’, etc. so that is not the root cause of the insanity I have been living through for the past three months with no end in sight. Very disappointed and will never use this site again as I continue getting hammered daily with text messages. Not a good look for an organization that is supposed to support the conservative party..

Review: They constantly harass you to donate, lying by saying, \"We don\'t want any money, just complete this poll.\" Yet they ask for more money. They write, \"end = stop,\" but they don\'t stop. I have them on the same screen with \"You have successfully unsubscribed,\" and directly below it is a message from WinRed wanting a donation, followed by an \"end\" from me, and followed by another message from WinRed again asking for money. They don\'t care if you request to stop. I have deleted and reported, blocked, and asked them to stop, and they won\'t!!!! I tried to call, but couldn\'t speak to a live person.

Review: If I had known that by giving $20 to 2 or 3 republican 2024 races thru winred, and they would pass on my personal info, especially my phone number, I would never have given. It has led to endless texts from 100s of GOP PACS. I thought they would end after the election but they keep coming. I respond stop=end to evryone one of them but they keep piling up. Review: I made one donation through WinRed YEARS ago, and I constantly get harassed on my phone with texts at all hours of the day from different campaigns that WinRed shared my number without my permission. I have contacted WinRed about this multiple times and they say that you have to get in touch with the individual campaigns. They literally have the nerve to assign you this work. WinRed needs to be locked up in prison for life!!! You can\'t get in touch with the individual campaigns and it wouldn\'t matter because WinRed will continue to sell your data and you continue to be harassed.
