ActBlue Reviews, Complaints and Recurring Donation Issues
ActBlue is an online fundraising and payment platform used by Democratic candidates, progressive organizations, political committees and nonprofits. This page examines ActBlue reviews and complaints involving recurring donations, refunds, political text messages, donor information, optional tips, statement charges and customer support.
Quick Verdict: ActBlue is an established political fundraising platform and registered federal political committee, not an unidentified payment website. However, donors should carefully review the recipient, contribution frequency, optional tip, total amount and contact-consent language before submitting payment. The only review currently published on ZeroStars concerns frequent political fundraising messages after donating through ActBlue.
ActBlue Reviews and Complaints
As of July 21, 2026, ZeroStars has one published ActBlue review and an overall rating of -3 stars.
One review is not enough to establish a broad customer consensus about ActBlue. ZeroStars therefore does not claim that most donors experience recurring charges, refund problems or excessive communications.
The current reviewer says that after making contributions through ActBlue, they began receiving several fundraising texts each day from numerous progressive candidates and organizations, including groups they did not recognize.
The reviewer attributes those messages to ActBlue’s handling of their contact information. ActBlue says it does not send campaign fundraising texts or emails and does not sell donor contact information. The available review does not independently establish which organizations obtained or distributed the reviewer’s information.
What Is ActBlue?
ActBlue provides fundraising technology for:
- Federal political candidates and committees;
- State and local campaigns;
- Political action committees;
- Party organizations;
- Progressive advocacy organizations;
- 501(c)(4) organizations; and
- Eligible charities using affiliated ActBlue entities.
ActBlue serves as a fundraising platform and, in many political transactions, as a conduit that processes a donor’s contribution and forwards it to the candidate or organization selected by the donor.
ActBlue is not responsible for every statement, image, fundraising message or promise created by a campaign or organization using an ActBlue contribution form.
Does ActBlue Send Political Texts and Emails?
ActBlue says it does not send fundraising texts, emails or telephone calls on behalf of candidates and organizations using its platform.
A political message containing a link to Secure.ActBlue.com may have been sent by:
- A candidate campaign;
- A political committee;
- A party organization;
- A political action committee;
- A nonprofit organization;
- A fundraising consultant; or
- Another organization using ActBlue to process contributions.
The ActBlue link identifies the payment platform. It does not necessarily identify the sender that wrote or distributed the fundraising message.
How to Identify the Sender
- Read the complete text or email.
- Look for the committee or organization name.
- Check the legally required disclaimer near the bottom of the message.
- Open the contribution page without submitting payment.
- Review the recipient name shown on the ActBlue page.
- Save a screenshot showing the sender and disclosure.
- Search the recipient in the Federal Election Commission database when appropriate.
Why Did Political Messages Begin After Donating?
ActBlue says it provides contribution information to the candidate, committee or organization selected by the donor. That recipient may use the information to communicate with supporters according to its own privacy policy and communications practices.
Depending on the contribution and applicable law, information collected can include:
- Name;
- Postal address;
- Email address;
- Telephone number when provided;
- Contribution amount;
- Contribution date;
- Occupation;
- Employer; and
- Payment and transaction information.
ActBlue says providing a phone number is optional. It says the number is passed to the group receiving the contribution and not to unrelated groups by ActBlue.
Recipients may have their own data-sharing, list-management or political-communication practices. Read the privacy policy of both ActBlue and the recipient organization before contributing.
How to Stop ActBlue-Related Political Texts
Because different campaigns and committees use different telephone numbers and contact lists, opting out of one sender may not stop messages from every organization.
- Reply STOP to the specific text sender.
- Save the opt-out confirmation.
- Use the unsubscribe link at the bottom of fundraising emails.
- Contact the named campaign or organization directly.
- Ask that organization to remove your phone number and email address.
- Block and report messages that continue from the same sender.
- Keep screenshots showing the sender, date and opt-out attempt.
If messages continue after you have unsubscribed and contacted the sender, ActBlue instructs donors to email info@actblue.com with the subject line Reporting Possible Violation.
Include:
- The campaign or organization’s name;
- A screenshot or copy of the communication;
- The sender’s telephone number or email domain;
- The date you attempted to unsubscribe;
- The opt-out confirmation; and
- A brief explanation of what continued afterward.
ActBlue Recurring Donation Complaints
ActBlue allows recurring contributions at intervals selected on the contribution form. Campaigns can also use recurring contribution prompts and approved forms designed specifically for recurring donations.
Recurring contribution complaints may arise when a donor:
- Does not notice that the form is set to recurring;
- Opens a link specifically designed for monthly giving;
- Accepts a post-donation recurring prompt;
- Does not review the emailed receipt;
- Confuses an optional ActBlue tip with an additional campaign contribution;
- Makes separate contributions to several recipients; or
- Does not recognize an abbreviated statement descriptor.
Preselected Recurring Forms
ActBlue permits approved groups to use forms with the recurring option already selected. ActBlue says its policy requires the group to explicitly ask for a recurring contribution immediately before the donor clicks the fundraising link.
Donors should still review the actual contribution form and confirmation screen before submitting payment.
Post-Donation Recurring Prompts
A one-time contribution may be followed by a prompt asking the donor to convert it into a monthly contribution. The original one-time payment has already been processed when this prompt appears.
If the donor selects the recurring option, future contributions will be scheduled. If the donor skips or closes the prompt, the original contribution should remain one time.
How to Check Whether an ActBlue Donation Is Recurring
Review:
- The contribution confirmation screen;
- The emailed receipt;
- The recurring-contribution schedule;
- The ActBlue Express contribution history;
- The Contribution Lookup and Action Center; and
- Subsequent payment-card statements.
A recurring receipt should identify the contribution amount and provide a link to change or cancel future payments.
How to Cancel a Recurring ActBlue Contribution
Cancel Through the Email Receipt
- Open the most recent ActBlue receipt.
- Find the link labeled Edit payment details or the recurring-payment management link.
- Open the recurring settings.
- Select the cancellation option.
- Confirm the cancellation.
- Save the confirmation page or email.
Use the Contribution Lookup Tool
Donors who cannot locate their receipt can use ActBlue’s Contribution Lookup and Action Center:
Look Up an ActBlue Contribution
The lookup process may require:
- Card number;
- Contribution amount;
- Billing ZIP code;
- Contribution date; and
- Donor’s last name.
Cancel Through an ActBlue Express Account
- Sign in to the ActBlue Express account.
- Open the recurring-contributions section.
- Select the applicable recipient.
- Choose Edit Contribution.
- Select Cancel Recurring Contribution.
- Complete the confirmation.
Canceling a recurring contribution stops future payments. It does not automatically refund payments that have already been processed.
How to Request an ActBlue Refund
ActBlue Express donors can currently use a self-service refund option for qualifying contributions made through their account during the previous 90 days.
A refund can be requested from:
- The emailed receipt;
- The ActBlue Express contribution history; or
- ActBlue donor support.
Requesting a self-service refund for a recurring contribution also cancels future recurring payments.
Refunds Older Than 90 Days
ActBlue does not guarantee that an older contribution can be refunded. ActBlue may already have forwarded the money to the candidate or organization.
When ActBlue no longer controls the funds and cannot recover them, the donor may need to request the refund directly from the recipient organization.
Information to Provide
- Donor name;
- Email address used for the contribution;
- Date of the contribution;
- Exact amount;
- Recipient organization;
- Order or contribution number;
- Last four digits of the payment card; and
- Reason for requesting the refund.

What Does an ActBlue Charge Look Like?
ActBlue says a contribution generally appears on a payment-card statement in a format similar to:
ACTBLUE*ORGNAME
The wording after the asterisk is an abbreviated version of the candidate, campaign, political committee or nonprofit that received the contribution.
More than one ActBlue charge can result from:
- A recurring contribution;
- Separate contributions to different recipients;
- A split contribution involving multiple organizations;
- An additional donation made after the first transaction;
- A separate optional ActBlue tip; or
- A duplicate or unauthorized transaction requiring investigation.
What to Do About an Unrecognized ActBlue Charge
- Read the complete statement descriptor.
- Search your email for ActBlue receipts.
- Ask other authorized household card users.
- Use the ActBlue contribution lookup tool.
- Check whether the payment is recurring.
- Identify the recipient organization.
- Contact ActBlue promptly when the transaction remains unfamiliar.
- Contact the card issuer immediately when the transaction was unauthorized.
Do not publicly post the complete card number, receipt, contribution number or billing information.
ActBlue Processing Fees and Optional Tips
ActBlue says it passes payment-processing costs to the campaign or organization receiving the contribution. The donor may also be offered the option to tip ActBlue to support operation of the fundraising platform.
A processing fee and an optional ActBlue tip are different:
- Processing fee: A cost associated with processing the transaction that is passed to the recipient organization.
- ActBlue tip: An optional additional amount intended to support ActBlue itself.
ActBlue Express Tip Settings
ActBlue Express users can save a preference to add a 10% or 20% ActBlue tip when making future contributions. Users who want to decide separately each time can select the No Thanks preference in their Express profile.
Before submitting any contribution:
- Review the campaign contribution amount.
- Review the contribution frequency.
- Review any ActBlue tip.
- Review the total payment.
- Confirm the recipient or recipients.
- Save the final confirmation.
Does ActBlue Share Donor Information?
ActBlue says it shares contribution information with the organization selected by the donor. It also shares information with service providers, affiliated entities and government authorities when required to operate the platform, process contributions, prevent fraud or comply with the law.
ActBlue says it does not sell donor contact information or share a donor’s phone number with unrelated political groups.
The recipient campaign or organization may have a separate privacy policy. Donors should not assume that ActBlue’s policy controls every later use of information by the recipient.
Are ActBlue Donations Public?
ActBlue says federal contributions processed through its platform are reported and itemized to the Federal Election Commission, including contributions under $200.
Publicly reported information can include:
- Donor name;
- Address;
- Occupation;
- Employer;
- Contribution date;
- Contribution amount;
- Recipient committee; and
- ActBlue as the conduit.
Reporting requirements can differ for state, local, charitable and other contributions.
Is ActBlue a Scam?
ActBlue is an identifiable fundraising platform, an active registered federal political committee and a long-established part of Democratic political fundraising.
That does not mean every fundraising message using an ActBlue link is clear, accurate or written by ActBlue. Nor does it mean every donor will be satisfied with recurring contribution settings, communications, support or refund outcomes.
Evaluate the specific transaction by determining:
- Who sent the fundraising message;
- Which candidate or organization received the contribution;
- Whether the contribution was one time or recurring;
- Whether an optional tip was added;
- How the charge appeared on the statement;
- Whether the recipient contacted the donor afterward; and
- Whether ActBlue or the recipient resolved the issue.
Current Investigations and Litigation Involving ActBlue
ActBlue has faced investigations and litigation concerning its donor-verification and fraud-prevention practices.
In 2026, Republican-led congressional committees published allegations that ActBlue’s controls had allowed potentially unlawful or foreign contributions. ActBlue disputes that characterization, says it has cooperated extensively and describes the investigation as politically motivated.
The Texas Attorney General also filed a lawsuit alleging that ActBlue misrepresented aspects of its donation processes and fraud controls.
These are disputed allegations and ongoing matters. They are not final findings that every ActBlue contribution was unlawful or that ActBlue committed every act alleged.

How to Donate More Carefully Through ActBlue
- Begin from a candidate or organization website you have independently verified.
- Confirm the recipient shown on the ActBlue form.
- Check whether the contribution is one time or recurring.
- Review any recurring prompt after the original transaction.
- Check whether a tip has been added.
- Review the final total.
- Consider leaving the optional phone-number field blank.
- Read the recipient’s privacy policy.
- Save the contribution receipt.
- Review the payment statement afterward.
How to Report an ActBlue-Related Problem
The correct contact depends on the issue:
- Recurring contribution: Use the receipt, contribution lookup tool or ActBlue Express account.
- Refund: Use the receipt or ActBlue support form as soon as possible.
- Unrecognized charge: Use ActBlue’s contribution lookup and contact the card issuer when unauthorized.
- Fundraising message: Contact the campaign or organization that sent it.
- Continued unwanted communication: Report the possible violation to ActBlue after attempting to unsubscribe.
