Overview
PayPal reviews and complaints can help other consumers understand experiences involving PayPal payments, account limitations, transfers, refunds, disputes, unauthorized transactions, PayPal Balance, the PayPal Debit Card, PayPal Savings, PayPal Credit and customer service. Share what happened, which PayPal product or service you used, what steps you took to resolve the issue and whether the outcome was satisfactory. Positive, neutral and negative experiences are welcome on ZeroStars’ −5 to +5 rating scale.
PayPal operates a payment platform with several products that use different legal entities and support channels. PayPal itself is a financial technology company, not a bank. The PayPal Debit Mastercard is issued by The Bancorp Bank, N.A.; PayPal Credit products and PayPal Savings involve Synchrony Bank. Product terms, eligibility, fees, dispute rights and support procedures vary, so use the route tied to the specific service involved.
What to Include in Your PayPal Review
- Product or service: PayPal payment, PayPal Balance, Debit Card, Savings, PayPal Credit, business account or another PayPal feature.
- Issue: account limitation, payment hold, unauthorized transaction, dispute, refund, transfer delay, card decline, fee, account closure or support problem.
- Timeline: approximate dates, number of calls or messages and how long the issue remained unresolved.
- Support route: Resolution Center, Message Center, PayPal Assistant, phone, app or card issuer.
- Resolution: what PayPal or the applicable issuing bank said or did and whether funds, access or disputed charges were restored.
Do not post your full card number, bank account number, Social Security number, login credentials, one-time security codes, recovery codes or unredacted identity documents.
Account Access, Holds and Limitations
PayPal may limit an account for regulatory requirements, suspected unauthorized use, Acceptable Use Policy concerns, higher-risk activity or other account-review reasons. A limitation can restrict sending, receiving or withdrawing money.
PayPal generally directs customers to the Resolution Center or account notifications for the specific steps required to remove a limitation. Customer service may not be able to remove every limitation by phone. If documents are requested, keep copies of what you submitted and note the submission date.
Payment holds and account limitations are different issues. If your complaint involves held funds, document the transaction, amount, expected release timing and any information PayPal requested from the buyer or seller.
Fraud and Unauthorized Transactions
If you see an unauthorized transaction in a PayPal Personal or Business account, PayPal directs customers to report it in the Resolution Center. PayPal also lists 1-888-221-1161 for customer service and unauthorized-transfer reporting.
The current U.S. PayPal User Agreement says unauthorized transfers and other electronic-transfer errors should be reported promptly. For certain statement errors, PayPal must generally hear from the customer no later than 60 days after the first statement showing the problem. Applicable timing and provisional-credit rules depend on the type of error and account.
For PayPal-branded credit products, fraud is handled by Synchrony Bank using the product-specific number. For the PayPal Debit Card, use the card support route and report the card lost or stolen through the app or website if needed.
PayPal Debit Card Problems
The PayPal Debit Mastercard is issued by The Bancorp Bank, N.A. and is linked to an eligible PayPal Balance account. PayPal lists 1-844-896-4937 for card customer service, with agents available Sunday through Saturday from 8 a.m. to 8 p.m. Central, excluding holidays.
A lost or stolen consumer PayPal Debit Card can be reported through PayPal on the web or in the app. A card can also be temporarily locked while you look for it, but reporting it lost or stolen permanently closes that card and triggers replacement procedures.
Card transaction limits, ATM fees and other terms are governed by the current Cardholder Agreement. Keep the merchant name, transaction date, amount and card-support reference number when disputing a debit-card transaction.
Disputes, Purchase Problems and Chargebacks
PayPal’s Resolution Center handles issues such as unauthorized activity, items not received, items significantly not as described, seller problems, duplicate charges and other eligible payment disputes.
Current PayPal dispute guidance says an Item Not Received dispute generally must be opened within 180 days of payment. A Significantly Not as Described dispute generally must be opened within 30 days of delivery or fulfillment, or within 180 days of payment, whichever is sooner. Other error and unauthorized-transaction deadlines can differ.
For Purchase Protection cases, the buyer and seller can communicate in the Resolution Center. If the issue is not resolved, the dispute may be escalated to a claim. PayPal currently states that a dispute automatically closes after 20 days unless escalated, and closed disputes generally cannot be reopened or escalated.
Transfers, Withdrawals and Payments
PayPal supports payments funded by a PayPal balance, linked bank account, eligible card or other available funding source. Transfer speeds and fees depend on the route selected, account status and eligibility.
Transfers from a linked bank into a PayPal balance can take several business days, while some eligible debit-card or bank transfers may be available faster. PayPal also applies account-specific transfer limits.
If a transfer or withdrawal is missing or delayed, keep the transaction ID, amount, initiation date, funding source, destination and the expected completion window shown in your account.
Refunds and Payment Reversals
A merchant refund, a PayPal dispute, a card chargeback and a bank reversal are different processes. Refund timing can depend on the original funding source and the financial institution involved.
If your complaint involves a refund, record when the merchant issued it, the PayPal transaction ID, the original payment method and when PayPal showed the refund as completed. If the refund is marked complete but has not appeared at the bank or card issuer, the receiving institution may need additional processing time.
Fees and Account Closures
PayPal fees vary by transaction type, seller activity, currency conversion, instant transfers, card use and other services. Business accounts can also be subject to dispute fees, chargebacks, reserves and seller-related pricing under PayPal’s current agreements.
If your complaint involves a fee, identify the transaction, fee label, date and applicable product. For an account closure or permanent limitation, retain PayPal’s notices and document how remaining funds, pending disputes, subscriptions or connected merchant services are being handled.
Mobile App and Online Account Support
PayPal’s website and app support payments, transfers, transaction history, dispute access, card controls, Message Center conversations and other account-management functions. PayPal’s Contact Us page can route customers to PayPal Assistant, live chat or available phone options depending on the issue and account state.
If a digital-access problem occurs, note whether it affects the website, app or both, the device and browser or app version, the approximate time and any error message. Never share a password or one-time authentication code with an unsolicited caller.
PayPal Credit and PayPal Credit Cards
PayPal Credit products are issued by Synchrony Bank and use separate customer-service numbers from the core PayPal account. PayPal currently lists 1-844-373-4961 for the PayPal Credit digital line and 1-844-209-7457 for the PayPal Credit Card.
Other Synchrony-issued PayPal credit products use additional numbers, including 1-855-938-3684 for the PayPal Cashback Mastercard and 1-866-571-3012 for Smart Connect. Use the number on the back of the card or current statement when available.
PayPal Savings
PayPal Savings is provided by Synchrony Bank, Member FDIC, and the money is held at Synchrony Bank. PayPal is not a bank and is not itself FDIC insured. PayPal currently says Synchrony Bank cannot answer PayPal Savings service questions and directs customers to PayPal for Savings support.
PayPal Savings is currently offered to eligible U.S. personal accounts and requires a PayPal Balance account. Interest rates, eligibility and features can change. Review the current Savings disclosures in the PayPal app or website before relying on any rate or feature.
Business and Merchant Accounts
Business account users can use the PayPal Business Help Center, Resolution Center and Message Center for seller disputes, reserves, fees, checkout products and account limitations. PayPal also maintains separate sales channels for businesses evaluating PayPal payment solutions.
The PayPal Business Debit Mastercard is issued by The Bancorp Bank, N.A. and has separate card support at 1-866-888-6080. This number handles Business Debit Card service, lost/stolen cards and transaction discrepancies under the current card agreement.
